Dolphin is a warm blooded mammal, amphibious in nature and has the ability to manouevre among obstacles with great ease and style. It bears the characteristic of Rivers State, which is naturally endowed with many rivers, vast arable farmlands, natural resources such as "The black gold" and rich cultural heritage. Like the Dolphin, the people of Rivers State who are hospitable and exceptionally friendly draw their strength from their linguistic diversity and common aquatic culture, having the ability to manouevre difficulties with great dexterity.

The Dolphin found in the coastal boundaries of Rivers State, and indeed the Niger Delta, is the aquatic version of man's best friend. It's ability to adapt well to human companionship made its training to perform complex tricks and taks possible and easy. These attributes are the hallmark of sporting preparations and competitions. Its acrobatic and aggressive nature is a demonstration of its unique strength, a tell-tale of an athlete's skill and training to achieve victory in a fierce but fair competition.

The costume of the Mascot symbolizes a combination of the cultural heritage of Rivers State, the love for Nigeria and the significance of the National Sports Festival. The Bowler hat, with the festival logo crest, firmly seated on the Dolphin's head, represents the dignity of the Rivers man. The Nigerian map passionately and tenderly cuddled with both fins, bears insignia of varios sports, depicting the burning love sportsmen and women have for our country. Furthermore, it is a reaffirmation of the athletes and officials to serve Nigeria WITH LOVE, STRENGTH AND FAITH, throughout the 17th National Sports Festival (GARDEN CITY GAMES). The colours of the tracks suit (blue & white) adorned by the Mascot represents the ceremonial colours of the host-Rivers State.

Distinguished ladies and gentlemen spare a minute and consider the character of this marine mammal. The Dolphin is gregarious, friendly, intelligent, playful, strong, fast, loving and acrobatic. These are attributes found in great sportsmen; these therefore informed the choice of DOLPHIN as the official mascot of the 17th National Sports Festival "GARDEN CITY GAMES".
